Advisory Committee Members

R. Todd Gardenhire represents the interests of employers. Mr. Gardenhire is a senior vice president with the Smith Barney division of Citigroup Global Markets Inc. in Chattanooga, Tenn. Before joining the PBGC Advisory Committee, he served as an investment management representative on the U.S. Department of Labor’s ERISA Advisory Council. He holds a bachelor of science degree in business management from the University of Tennesssee. Mr. Gardenhire’s term expires on February 19, 2007.

Paul Clinton Harris, Sr. represents the interests of the general public. Mr. Harris is a partner with the Shook, Hardy & Bacon law firm in Washington. He is former senior counsel and director of enterprise compliance at Raytheon Company and was a deputy associate attorney general with the U.S. Department of Justice. Mr. Harris earned a bachelor's degree in political science from Hampton University and a J.D. from George Washington University School of Law. His term will expire on February 19, 2010.

Richard A. Manka represents employer interests. He is the chief investment officer for the pension plans of  The Kroger Co., and chairman of the investment committee of the grocery industry's largest multiemployer pension plan. He is also chairman of the Hutchinson Community Foundation in Kansas.  Mr. Manka earned a bachelor's degree in accounting and business administration and a master's degree in accounting from the University of Kansas. His term will expire on February 19, 2010.

Nelson W. Wolff represents the interests of the general public. He is judge and presiding officer of the Commissioners Court, the managing and governing body of Bexar County, Tex. His career in government also includes service as a member of the Texas House of Representatives and Senate and as mayor of San Antonio. Mr. Wolff is chairman of the board of directors of the International Bank of Commerce, San Antonio, and serves on numerous other local boards and commissions. He holds business administration and law degrees from St. Mary’s University, San Antonio. Mr. Wolff’s term expires on February 19, 2009.
